Does a Backup Connection Mean Calls and VPN Sessions Never Drop?

No. The network may switch paths while an application still needs to reconnect. Ask the provider how addressing and application sessions behave during failover and failback, especially when a VPN or system expects a particular public IP address. Validate the promised behavior with a controlled test.
